Port of Galveston to Complete Major Cargo Complex Upgrades by 2026

The Port of Galveston in Texas is set to finalize a series of major infrastructure upgrades at its West Port Cargo Complex by 2026, marking the largest waterfront cargo investment the port has made in decades. With a total budget of USD 106 million, the project aims to significantly expand cargo-handling capacity and strengthen the port’s role as a regional logistics hub.

This development follows the opening of Galveston’s fourth cruise terminal in late 2025, highlighting the port’s dual growth strategy across both cargo and passenger operations.


1. Expanding Cargo Capacity to Support Long-Term Growth

Currently, the Port of Galveston processes more than 3 million tons of breakbulk and dry bulk cargo annually, including Ro-Ro shipments and wind turbine components. The latest infrastructure upgrades are designed to increase available storage areas, extend berth lengths, and improve vessel accessibility.

At berths 38 and 39, construction teams have already sealed off an old water channel. This area will be filled using dredged materials in 2026, creating additional cargo storage space and forming a new operational berth. These changes are expected to boost efficiency while accommodating rising demand for heavy-lift and project cargo.


2. Creating a Continuous Deep-Water Berth System

Another major milestone is the ongoing closure and expansion project at berths 40 and 41, which is scheduled for completion by mid-2026. Once finished, these upgrades will form a continuous 437-meter berth line, capable of accommodating vessels with a draft of up to 14 meters from the second half of 2026 onward.

Onshore, the port has also refurbished approximately two hectares of terminal space near berth 41 to address deteriorating concrete surfaces. An inactive grain silo has been dismantled to free up additional land, which is expected to be fully reclaimed and ready for cargo operations within the next year.

Together, these enhancements will enable the port to handle a wider range of cargo types while increasing throughput and operational flexibility.


3. A Strategic Investment Backed by Diversified Funding

Construction has been carried out in phases since 2024, funded through a combination of state financial support and the port’s own revenues—much of which comes from its rapidly growing cruise business.

According to port leadership, these upgrades will help Galveston diversify its revenue streams and fully unlock its cargo-handling potential. While cruise tourism continues to be a strong growth engine, the port is equally focused on building a resilient and competitive cargo business for the long term.

The transformation of the West Port Cargo Complex positions Galveston as a more capable and versatile logistics gateway for Texas and the broader U.S. Gulf Coast region.
